Onyeizu Delivers World-Class International Textiles Market In Aba, Abia State

An Aba born Sloan Fellow of the prestigious MIT, USA and the CEO of Rhino Homes and Properties Ltd. Engr Chinedu Onyeizu has delivered a modern textile market in Aba, Abia State. Typically in Nigeria, many well-conceived Public-Private Partnership (PPP) projects struggle to reach completion because of inflation, rising construction costs, poor implementation, government policy uncertainties and difficult financing conditions.

Against this background, the successful delivery of the International Textile Market (ITM) at Ekeoha Shopping Centre, Aba, stands out as a compelling example of what a well-structured PPP can achieve.

Developed under the administration of Governor Alex Otti through a partnership between the Abia State Government and Rhino Homes and Properties Ltd, the project demonstrates how government vision and private-sector expertise can combine to deliver major infrastructure.

At the centre of this achievement is Engr. Chinedu Chimaeze Onyeizu, CEO of Rhino Homes and Properties Ltd, whose ingenuity was instrumental in the conception and realisation of the project.

A proud son of Aba, Onyeizu’s journey from the commercial streets of Enyimba City to some of the world’s most respected academic and professional institutions is a remarkable story of ambition, scholarship and innovation.

He studied Petroleum Engineering at the Federal University of Technology, Owerri, and began his professional career after his National Youth Service in Bayelsa State with the PTDF Gas Research Group in 2004. His pioneering work in developing technologies for Nigeria’s deepwater gas reserves earned him the Best Young Engineer in West Africa award in 2006, following his breakthrough geospatial model for oil-spill monitoring in the Niger Delta.

He subsequently spent more than a decade with Chevron Nigeria Limited, where he managed major projects and multi-million-dollar operations and led technological innovations across international locations, including France and the Gulf of Mexico.

His academic pedigree is equally impressive. He studied Infrastructure Financing, Management and Regulation at Harvard Kennedy School; Project and Infrastructure Financing at London Business School; and Strategy Planning and Management at Heriot-Watt University. At MIT, he earned an MBA in Energy as a Sloan Fellow, conducting research focused on addressing Nigeria’s fuel-supply challenges. He is also pursuing a PhD in Energy Economics and Policy at the Emerald Energy Institute.

It is this unusual combination of engineering expertise, global exposure, infrastructure-financing knowledge, strategic management and commitment to Nigeria’s development that Onyeizu has brought to the International Textile Market project.

The Phase 1A project has performed impressively against five key indicators of successful capital projects: timeline, social impact, quality, cost and safety.

Safety: Zero fatalities were recorded throughout construction, reflecting strong attention to safety.

Timeline: The project was completed in just 14 months, demonstrating effective planning and execution.

Quality: Rigorous quality-control measures ensured the delivery of a modern facility built to high standards.

Cost: Despite significant increases in construction-material costs and the difficult economic environment, the project recorded no major cost slippage, reflecting effective project and cost management.

Social Impact: More than 150 Abia youths gained employment during the project, while traders who previously operated in a muddy and dilapidated environment have been provided with a modern and dignified trading facility. The market also includes a mini-clinic and ambulance for emergency services.

The vision extends beyond the physical structures. Planned facilities include fibre-optic connectivity, an e-commerce platform, CCTV security, an automatic lift system and a reliable electricity solution, positioning the ITM as a modern commercial ecosystem – one that will place Aba as the hub of textile market in West Africa.

Onyeizu has also demonstrated his commitment to wider industrial development through his role in co-founding AIIP – Abia Industrial Innovation Park Limited, reflecting a broader ambition to promote infrastructure, innovation and economic transformation in Abia and Nigeria.

The International Textile Market is, therefore, more than a market. It is a demonstration of how government vision, private-sector ingenuity, technical expertise and disciplined project execution can combine to deliver infrastructure with tangible economic and social value.

Governor Alex Otti provided the policy direction and development vision, while Engr. Onyeizu Onyeizu and Rhino Homes and Properties Ltd brought the innovation, technical competence and execution capacity required to turn that vision into reality.

Measured by time, cost, quality, safety and social impact, the International Textile Market at Ekeoha-Aba provides a compelling benchmark for PPP delivery in Nigeria.

And behind this remarkable project is an Aba-born engineer whose journey – from Enyimba City to Chevron, Harvard, London Business School and MIT – illustrates the power of knowledge, innovation and a commitment to bringing global expertise home to serve the people.

With the successful execution of the International Textile Market, Aba Shopping Centre, Onyeizu has demonstrated without an iota of doubt that the PPP initiative can actually work in Nigeria.
